A qualified candidate must have a master’s degree or higher, full approval in at least 1 area of special education, three years of successful professional practice or administrative experience in special education, or combination of practice and experience, 30 semester or equivalent hours of graduate credit and a successful 200 clock hour practicum in special education administration.  Graduate credit shall be earned in a college of university whose program has been approved by the State Board of Education and shall be distributed appropriately to assure knowledge and competency as related to special education and in all of the following areas: 

  • Program development and evaluation
  • Personnel, licensing and staffing requirements
  • Supervision and evaluation
  • Verbal and written communication
  • Leadership of professional development
  • Understanding of budget development and fiscal reporting
  • Fostering parental, family and community involvement
  • Consultation and collaboration with administrators, staff, and parents
  • Dispute resolution and conflict management with staff, parents, outside agencies, etc.
  • Ability to analyze data and come to appropriate conclusions through decision making process
  • Broad knowledge of school and special education legal and ethical issues


Valid Michigan Administrator Certificate, Valid Michigan Teaching Certificate with at least one Special Education endorsement.  Full approval for Director of Special Education. (Temporary approval as Special Education Director may be considered.)


  • Develop, direct, coordinate, manage, and provide leadership for all special education programs and services within the District
  • Supervise/evaluate special education personnel as directed
  • Attend/facilitate meetings, and assist staff and administrators in preparing for same
  • Confer with parents regarding their concerns related to special education/504 plans
  • Act as a resource to staff and parents regarding Special Education services and programs
  • Submit documentation, as appropriate, to the Macomb ISD, the state and federal programs, including applications for grants, program reports to agencies, etc.
  • Develop and administer the Special Education budget in conjunction with the Director of Business
  • Ensure compliance with local, state and federal laws, rules, and guidelines
  • Monitor staff caseloads for legal compliance and student progress for consistency with the IEP
  • Assist in recruitment, selection, and recommendation for hiring of special education personnel
  • Oversee maintenance of cumulative individual records of all children receiving special services or enrolled in special education classes
  • Analyze student achievement data with administrators and special education staff
  • Oversee the special education curriculum and materials to assure student receive research-based practices according to Individualized Education Program Plans
  • Collaborate with building principals the implementation and evaluation of co-teaching
  • Oversee the implementation of policies and procedures to ensure that the District is operating in compliance with Board policies and federal and state special education laws
  • Guide staff and administers on the use of special education technology programs
  • Plan staff in-service training activities
  • Participate as a member of the Central Office Team and attend Board of Education Meetings


  • Supervise Macomb ISD Center-based Deaf and Hard of Hearing Programs (P-12)
  • In addition to Special Education, provide leadership and oversight for the following programs:
    1. Homeless Education
    2. Homebound Services
    3. 504 Plans
    4. MI-Access
    5. Early Childhood Programs (In collaboration with pre-school director)
    6. Guidance and Counseling Program (In collaboration with building principals)
  • Evaluate social worker(s) and/or psychologist(s)
  • Collaborate with building principals and preschool director to oversee special education staff

REPORTS TO:               Superintendent

WORK YEAR:               12 Months (multi-year contract available with excellent fringe benefits)

SALARY RANGE:         $108,000 - $130,000 (depending on degrees and experience)                             

STARTING DATE:        April 2020 (To Be Determined)
